What is a Full Proposal Check and how does it work?

A Full Proposal Check (FPC) is a service offered increasingly by National Contact Point (NCP) networks. Ideal-ist has been offering this service to proposers for many years and it is one of our most important services for proposal coordinators!

The basic idea of the Full Proposal Check is that proposal coordinators should get a chance to receive feedback on their drafts from experienced evaluators before submitting the proposal. 

To that end, Ideal-ist regularly organises FPC events some 4 to 6 weeks before the call deadline for the EU framework programme part that we are responsible for (currently Horizon Europe Cluster 4 digital). Coordinators are invited to submit their proposal drafts through an online platform and experienced evaluators are invited to register their interest in working with Ideal-ist on the FPC. 

After the registration deadline for the FPC event has passed, Ideal-ist NCPs check the submitted proposal drafts for sufficient completeness. In our experience, a draft needs to be approximately 80% finished to allow evaluators to give meaningful feedback on it. Once completeness checks are done, each proposal is assigned to two evaluators from our database with matching expertise and they get a couple of days to review the proposal on their own.

Approximately 1 week after the registration deadline coordinators and evaluators receive an invitation for an online feedback session for the respective proposal. These sessions are moderated by Ideal-ist NCPs and last approximatey 2 hours. During the first 30 minutes, the evaluators of the proposal have a consensus meeting where they agree on their impression of the proposal draft. After these first 30 minutes, coordinators are invited to join their session and briefly pitch their project idea. We find that this brief pitch often helps clear up some of the open questions around the proposal draft. After this pitch, evaluators present their feedback section by section and coordinators have the chance to ask questions. 

How can I find out about the timing for the next FPC?

We aim to schedule FPC events around the opening date of the respective call, so that you have enough time to plan your participation. As soon as an FPC event has been scheduled, you will find it in our event calendar and announcements will be made via our social media channels. Your NCP office will likely also advertise the event through their usual communication channels.
