European Commission Unveils Tech Sovereignty Package to Strengthen Digital Autonomy

The European Commission has presented draft proposals for a new European Technological Sovereignty Package aimed at reinforcing Europe's digital autonomy, competitiveness, and resilience. The draft package introduces a coordinated set of measures covering semiconductors, artificial intelligence, cloud technologies, open source, and digitalisation in the energy sector.
The initiative includes two legislative proposals – the Chips Act 2.0 and the Cloud and AI Development Act – alongside an Open-Source Strategy and a Strategic Roadmap for Digitalisation and AI in Energy. Together, these measures seek to strengthen Europe's technological capabilities and reduce strategic dependencies in key digital technologies.
The package consists of four key initiatives:
The Chips Act 2.0 – to strengthen the European semiconductor ecosystem, enhance supply chain resilience, and boost domestic demand for European chips.
The Cloud and AI Development Act (CADA) – to unlock the potential of cloud and artificial intelligence technologies, supporting industrial transformation and improved societal outcomes.


The EU Open Source Strategy – to reduce technological dependencies across the entire technology stack through the development and adoption of open-source solutions.
The Strategic Roadmap for Digitalisation and AI in Energy – to accelerate the digital transformation of the energy sector and support the deployment of AI-enabled energy solutions.
The legislative proposals will now be negotiated by the European Parliament and the Council of the European Union. In parallel, the Commission is expected to launch a call for AI Gigafactories in July and will consult Member States, the European Investment Bank Group, and other stakeholders on establishing a European equity capacity to support Europe’s tech sovereignty ambitions.
